Regression test crash on Hera -- file permission issue

I am trying to run a regression test on Hera from the directory:

/scratch1/BMC/wrfruc/mtoy/git_local/ufs-weather-model/tests

The output log is rt.gsd_short.1c.new.log. The issue is that in the process of rsync'ing files to the REGRESSION_TEST_INTEL directory, the following file does not have the proper permission settings:

/scratch1/NCEPDEV/nems/emc.nemspara/RT/NEMSfv3gfs/develop-20200929/INTEL/WW3_input_data/ww3_multi_35d.inp

The date stamp is Sep 17, so this must be a recent issue.  If somebody could please correct the permissions of this file, I think the RT will run.  Thank you.
